These application guidelines provide further details on the connection procedures presented in the connection price list.
CONNECTION CABLE FOR LOW-VOLTAGE CONNECTIONS
General
The connection fee covers the costs incurred by Turku Energia Sähköverkot Oy (TESV) in the distribution network. In addition, the connecting party will bear the costs of installing a connection cable from the connection point to the metering point. Construction of the connection cable is subject to open bidding.
The dimensioning and design of the connection cable will be carried out by an expert from the connecting party in accordance with the technical terms and conditions of the TESV network, if necessary, in cooperation with TESV.
Specification of the connection cable and connection point
The connection cable is a line owned and controlled by the connecting party between the connection point and the metering point.
The connection point is the point at which the connection cable owned and controlled by the connecting party is connected to the TESV distribution network. As a rule, the connection point is located at the nearest point on or in the immediate vicinity of the plot boundary, depending on the direction of electricity supply. In cases subject to interpretation, TESV determines the location of the connection point as the distribution network operator. The location of the connection point is recorded in the connection contract.
In the case of an overhead line connection, the connection point is within the plot, on the plot boundary or on an overhead line network pylon located near the plot boundary outside the plot (maximum distance from the plot boundary: 2 m). The location of a pylon within the plot will be agreed upon with the connecting party. No new overhead lines will be permitted unless, for example, the rockiness of the soil prevents the laying of cables.
In the case of a ground cable connection, the connection point is the point on the cable at the plot boundary or on a pylon within the plot.
Construction of the connection cable
The electrical contractor of the connecting party will install the connection cable section within the plot, which extends from the connection point to the place of electricity use. This will be done at the expense of the connecting party. TESV will construct the distribution network up to the connection point at its own expense.
Ownership and control of the connection cable
From the connection point onwards, the connection cable remains in the ownership and control of the connecting party in all cases. The connecting party is also responsible for the maintenance of its connection cable, any repairs necessary and the costs arising from them.
Connecting the connection cable
TESV does not charge a fee for connecting the connection cable to the distribution network.
Connection cable in a general area, single-phase equipment and sites without metering points
A connection built within a general area for which no separate plot has been allocated does not have an actual connection cable, but the connection point is located at the connections on the distribution network side of the main fuse, and TESV constructs the distribution network up to the connection point.
The connection fee is charged according to the ‘Street and general area zone’.
If a connection in a general area is moved to a new location, the connection contract may remain unchanged provided that the distribution network connection point at the new location (connection to the main grid) does not change. The cost of changing the distribution network incurred by moving the connection is fully borne by the connecting party.
The connection contract will also be concluded in writing for small sites and those without metering points.
The connection of single-phase equipment to the electricity grid is determined on a case-by-case basis. As a rule, only low-power equipment (e.g. parking garage signs) that cannot be metered may be connected to the distribution network as single-phase. MCMK-type cables may be used as a connection cable for single-phase equipment.
The connection does not need to be metered if the following conditions are met:
the structural maximum power and energy consumption of the connection can be reliably estimated
the maximum rated power is 500 W or less
the connection does not have the necessary facilities for metering electricity and it is not reasonable to build such facilities
In other cases, the connection is metered in accordance with normal practice.
Specifications in accordance with the zone pricing principle
Outside the local detailed plan area, the 600 metres mentioned on the price list refers to the straight-line distance between the connection point and the substation.
Specifications in accordance with the area pricing principle
The area pricing calculated for a specific area is valid for a period of ten (10) years. However, the area price cannot be lower than a price set in zone pricing.
Places of electricity use that require a building permit are considered potential connections. In other words, this is an existing property with its buildings or a separate building site specified through the formation of a property.
The construction threshold applied by the company is 50% of the potential connection fee revenue according to the area pricing calculation. Thus, if 50% of the potential connection fee revenue is realised, the distribution network will be built and the connection fees will be charged in accordance with the area pricing calculation.
Case-by-case pricing
Case-by-case pricing is used for the pricing of connections to medium and high-voltage networks and for connections to low-voltage networks that are not included in zone and area pricing. Case-by-case pricing may be necessary in the low-voltage network if, at the time of assessment, there are no other potential customers in the area who could make use of the network being constructed. Case-by-case pricing refers to a connection fee determined on a connection-specific basis.
CONNECTION CABLE FOR MEDIUM-VOLTAGE CONNECTIONS
The size of the new medium voltage connection depends on the ordered peak power.
The minimum orderable medium voltage connection size is 500 kVA.
The maximum size of a medium voltage connection in the 10 kV medium voltage network is 5 MVA. Medium voltage connections of 5–10 MVA in the 10 kV medium voltage network will be connected to the Turku Energia Sähköverkot Oy substation. Medium voltage connections of over 10 MVA will be connected to the 110 kV network of Turku Energia Sähköverkot Oy.
The maximum size of a medium voltage connection in the 20 kV medium voltage network is 8 MVA. Medium voltage connections of 8–10 MVA in the 20 kV medium voltage network will be connected to the Turku Energia Sähköverkot Oy substation. Medium voltage connections of over 10 MVA will be connected to the 110 kV network of Turku Energia Sähköverkot Oy.
When connecting to the medium voltage network, the delivery time is determined on a case-by-case basis
The connection point is in the switchgear owned by the connecting party. In the case of a radial network connection, the connection point and the ownership limit of the cables must be agreed separately.
If the measured maximum apparent power of a connection exceeds the value specified in the Connection Agreement by more than 20 kVA, the measured apparent power shall be used as a new basis for determining the size of the connection at 50 kVA steps.
The additional connection fee is invoiced for the difference between the new and previous connection size in accordance with the price list valid at the time of the change.
On the same plot, in the same property or in a similar property group, several points of connection of the medium voltage network of the same connecting party, which are interconnected by the connecting party's own medium voltage connections, can be treated as one medium voltage connection when separately agreed.
In the case of a connection with multiple connection points, the maximum power that can be transmitted from the distribution network to the connection through the connection point in question is specified in the connection contract. No new connections with multiple connection points will be established after 1 June 2026.
The terminals for the medium voltage cable are procured and installed by Turku Energia Sähköverkot Oy. The connecting party reserves the necessary cable management both in their plot area and in the building as well as ensures that the apparatus is compatible with the distribution network.
HIGH VOLTAGE NETWORK
When connecting to a high-voltage network (110 kV), the connection charge is based on the size of the connection (MVA). The size of the new high-voltage network connection depends on the ordered peak power.
The minimum orderable HV network connection size is 5 MVA. However, if the measured maximum apparent power of a connection exceeds the value specified in the connection contract, the measured apparent power will be used as the basis for determining the size of the connection at 0.5 MVA steps.
As a rule, a connection point is set at the nearest technically suitable point of the network operator’s existing network, such as a switchgear, to which the connecting party is responsible for installing its own connection cable.
When connecting to the high-voltage network, the delivery time is determined on a case-by-case basis.
EQUITABLE DISTRIBUTION OF FREE CONNECTION CAPACITY
The connection capacity is determined for each area and voltage level, and the capacity allocation principle is applied to the portion exceeding this capacity.
The principle is applied to all medium-voltage connections with a power exceeding 1.5 MVA and to all high-voltage network connections with a power exceeding 15 MVA in areas where the application of the principle is considered justified.
Different limit values can be determined for each area, taking into account the conditions of different network areas.
Specifications are made in accordance with the guidelines of the Energy Authority.
CHANGING A CONNECTION
When the size of a connection is changed, it must be done in accordance with the connection price list.
Specification of the fuse size for a low-voltage connection
Previously, the specification of a connection size was based on the cross-section of the connection cable. It is now based on the size of the main fuse.
The fuse-based size of the connection is determined in the following order:
the main fuse size is stated in the connection contract
the main fuse size is stated in the TESV connection file
if the above-mentioned fuse sizes are not available, TESV will examine and determine the size of the connection. The specification examines the main fuses and fuses of the connection, the rated current of the main switchboard, the connection cable and its extension. The size of the connection is determined on the basis of its weakest part.
Maximum size for low-voltage connection 3x1000 A
The maximum size for low-voltage connections is 3x1000 A. If there are/will be several connections on the same plot/property, the owner must take into account the obligation of the property’s head of operations when the total main fuse size exceeds 3x2300 A.
When planning new connections and doing renovations, we recommend the use of 3x500 A (2x3x250 A) and, for larger connections, AXMK 4x300 cables as connection cables in order to clarify the network structure.
Changing the connection cable at the initiative of TESV
When renewing the current connection cable owned by TESV at TESV’s initiative, TESV is primarily responsible for the construction costs for the entire connection cable. Other approaches may also be taken on a case-by-case basis. Connection cables for which connection contracts were concluded prior to 1 June 1995 are owned by TESV. The connection point of the new connection cable to the distribution network is determined in accordance with the connection contract. The connection contract will be updated to reflect the new situation.
Changing the connection cable at the initiative of the connecting party
The connecting party is responsible for any changes to the connection cable when it takes the initiative for the change.
A. Updating a connection cable
When the current connection cable is updated at the initiative of the connecting party, distribution network modifications may also be made up to the new connection point. TESV will install the new distribution network components for replacement of the old connection cable up to the connection point at its own expense. The connection contract will be updated to reflect the new situation.
The connecting party is responsible for the construction costs of the new connection cable from the connection point to the metering point.
The connecting party will be invoiced for the following:
additional connection fee (if any)
metering fee according to changes in metering
dismantling of the old connection cable owned by TESV; the charge for this will be checked on a case-by-case basis
The costs for installation of the connection cable from the connection point to the metering point are agreed upon by the connecting party and its own electrical contractor.
B. Not replacing a connection cable
When a previously installed 3-phase connection cable that has been in 1-phase use is employed, the connection cable does not need to be renewed for 3-phase use. The TESV is responsible for performing the modification work in question. The connection contract will be updated to reflect the new situation.
B1. The connection contract is for a 1-phase connection
The connecting party will be charged an additional connection fee for changing to a 3-phase connection.
CHANGING THE VOLTAGE LEVEL
The voltage level of the connection may be changed in accordance with the provisions presented. If the connection capacity at the new voltage level is greater than the calculated capacity of the previous connection at the other voltage level, a standard additional connection fee will be charged for the increase in connection capacity in accordance with the price list in effect at the time of the change.
Low-voltage – medium-voltage
Changing from low-voltage to medium-voltage is done in proportion to the electrical power. The amperage (A) of low-voltage fuse sizes is converted to kilovolt-amperes (kVA) of the medium-voltage level. The low-voltage level fuse size of 3x1 A corresponds to 0.69 kVA at the medium-voltage level.
Changing from medium-voltage to low-voltage is done according to the value of the connection (€) at that time. The low-voltage connection size will be determined on the basis of the value of the medium-voltage connection (A). The values are determined in accordance with the valid price list. However, the maximum size of a low-voltage connection is 3x1000 A.
The connecting party is fully responsible for the construction costs arising from the change.
Medium-voltage – high-voltage
The connection is changed from medium-voltage to high-voltage (regional network) while retaining the size of the connection electrical power.
Changing from high-voltage to medium-voltage is done according to the value of the connection (€) at that time. The medium-voltage connection size (kVA) will be determined based on the value (€) of the high-voltage connection. The values are determined in accordance with the valid price list. The connecting party is fully responsible for the construction costs arising from the change.
DIVIDING THE CONNECTION INTO SECTIONS
Dividing a connection into sections is not usually an option, as the sections to be separated from the original connection will need to have a new connection. In certain cases, the connection may be divided into sections under the following conditions:
Single connection:
The main grid connection supplying the connections formed remains the same.
All costs for changes that need to be made to the distribution network, connection cables, metering equipment and other electrical equipment of connecting parties will be borne by said parties.
The combined total size of the new connections formed does not exceed the size of the previous connection. Any excess will be charged a normal additional connection fee, primarily from the new connections formed.
A contract will be concluded for dissolution of the joint ownership of the connection, specifying the share of the old connection owned by each party.
A larger area with several adjacent connections (e.g. revision of the local detailed plan or other reconstruction):
The geographical location/coverage area of the original connections in the area is confirmed. Control of these connections is transferred to new connecting parties and, if necessary, the connections are divided into sections according to the specifications of each individual connection.
The size of the connection can only be transferred to an adjacent connection if the specifications for dividing an individual connection are met.
Changing the voltage level as part of dividing a connection:
When changing the voltage level of a connection (most commonly from medium-voltage to low-voltage) and when dividing the connection into several sections, the voltage level is changed first.
Then, the specifications for dividing an individual connection apply to the division of the connection.
TEMPORARY CONNECTION
Temporary connections typically include construction sites and other sites where the use of electricity is expected to end no later than two years after the start of the connection. A fixed-term connection contract of up to two years is concluded either orally (non-consumers) or in writing (consumers). If the duration of the temporary electricity use is known when the connection contract is concluded, the contract may be made for no more than five years.
No connection fee is charged for a temporary connection. Only temporary electricity products made for this purpose can be used in a temporary connection.
APPLICATION OF THE CONNECTION CHARGE
Connection charges for a temporary connection
Temporary electricity supply sites are short-term sites that are usually connected to the distribution network with a temporary network structure. For a temporary connection, the connection charge specified in the Separate Service Price List is charged at twice the standard rate, covering both connection and disconnection.
Temporary substation
A tender is issued for the network arrangements required for the cabling from the customer’s temporary substation to the distribution network, and the connection charge for the medium-voltage network is charged twice in accordance with the Separate Service Price List. No separate charge will be imposed for disconnecting the substation. In the case of a medium-voltage connection, the electricity used through the connecting party’s own temporary substation can also be metered on the LV side, in which case transformer losses are taken into account using a coefficient of 1.02.
CONNECTION OF PRODUCTION
A production connection contract is concluded to connect a production plant to the electricity grid. The contract specifies the size of the production plant and the connection voltage.
Connecting production to the grid involves connecting a power plant or a combination of several power plants to the electricity grid.
The connection of production to a high-voltage network is subject to a connection fee, which is charged based on a capacity reservation that takes into account the benefits obtained from production by the network and possible network expansion costs.
Metering
The connection point of a production plant must have two-way electricity metering. 15-minute metering is used for production, i.e. the amount of electricity supplied to and drawn from the network when the connecting party’s own production is stopped.
For generating facilities with a capacity of more than 1 MVA, charges originating from higher network levels are levied on self-consumed generation and on electricity supplied to another party without being transmitted through the distribution system operator’s network. This requires separate hourly metering.
Auxiliary consumption
Auxiliary consumption (= process electricity) does not need to be metered. Self-consumed generation and auxiliary electricity are two different concepts.
Electricity taxes
An electricity producer that also supplies electricity to the public electricity grid is liable to pay electricity tax on self-consumed generation. The tax liability also applies to electricity that the producer supplies to another party if the electricity is not transmitted through the network operator’s network. No electricity tax is payable on a generating facility’s auxiliary consumption.
There is no tax on plants with a capacity of less than 2 MVA provided that the electricity is not transmitted to the public electricity grid at all.
If electricity is sold on the electricity market, the commencement and continuation of network service require, in addition to a network service contract and a connection contract, a valid electricity purchase contract for open supply with at least one electricity buyer.
CAPACITY RESERVATION CHARGE
The capacity reservation charges for low and medium-voltage network connections were set using the Energy Authority calculation tool. The parameters used for the calculation tool were:

Length of the medium-voltage feeder: 5 km
Medium-voltage level: 10 kV and 20 kV
Medium-voltage underground cabling rate: 75%
Backup supply factor: 50%
Low-voltage drop: 6%
Low-voltage: 0.4 kV
Length of the low-voltage main feeder: 200 m
Low-voltage underground cabling rate: 80%
The capacity reservation charge for the high-voltage distribution network has been determined in accordance with the Energy Authority’s guidelines, using the calculation method for extensive meshed networks.
In setting the capacity reservation charge for medium-voltage network production, it is estimated that the distribution network will benefit from production by an average of 50%. With regard to a high-voltage distribution network, the benefit and the amount of the capacity reservation charge are determined on a case-by-case basis.
TERMINATION OF THE CONNECTION CONTRACT
If the connecting party terminates its connection contract, it is entitled to a refund of its connection fee, minus the costs specified in the connection terms and conditions.
The connection fee and additional connection fees are subject to value added tax effective 1 July 2017, and the connection fee and additional connection fees paid after this date are non-refundable.
