Connection price list
as of 1 January 2023

  • The connection price list shows the connection charges collected for joining the Turku Energia Sähköverkot Oy's electricity network.

  • When connecting to a low-voltage electricity distribution network, the connection charge is determined by the price zone in accordance with the location of the connection. The connection point is generally at the site boundary closest to the feeding direction.

  • The maximum available low-voltage connection size is 3x1000A.

Additional information about low-voltage connections

  • The price list shall apply to the connection of both metering points and electricity plants to the electricity grid. The connection charge affords the connecting party rights under the Connection Agreement.

  • The connection charge does not include the construction costs of the connection line.

  • Currently valid VAT is charged for the connection charge. The connection charges are non-refundable. The connection is transferable to the new owner in accordance with the connection terms.

  • The Network Company guarantees the short-circuit current required by the standard for the selected main fuse size at the connection point.

  • The designer of the site must ensure that the short-circuit current requirement is met at the main switchboard (definition of the connection line) and that the protection is implemented on the connection's internal network at the minimum values of the standard.

  • In new buildings and renovations, we recommend AXMK 4x300 cable as the connection lead for connections over 3x500 A.

  • A one-step permanent connection is not granted for new standard connections. Single phase devices and low-power connections to be carried out without measurement are connected according to separate instructions.

  • Only one connection is usually granted for the same plot. If there are exceptionally more than one connection, separate connection charges and connection fees will be charged for each connection.

  • If two connections are granted for the same plot, their combined low-power connection size is max. 3x1000 A.

  • The delivery time of the connection from the time when all electricity plans and information on the connection agreement have been submitted to Turku Energia Sähköverkot Oy, is usually eight (8) weeks in the completed backbone network areas of the low-voltage network. Due to the additional construction and reinforcement of the backbone network or the time of the year, the delivery time may also be longer.

  • In old connections without a connection agreement linked to power consumption the size of the connection is defined according to the loadability of the main fuse, main switchboard and connection line and extension. The size of the connection is determined on the basis of its weakest part.

  • By 2028, the aim is that the failure of the distribution network as a result of a storm or snow load will not cause the customer more than 6 hours of interruption in the town plan area and 36 hours in unplanned areas. If the electricity consumption at the metering point does not exceed 2500 kWh / year and when the length of the supply line feeding the unit’s metering point is more than 100 metres, the 72 hour target level is applied.

  • At islands with no road connection, the target level of 72 hours is applied for permanent settlements and the target level of 120 hours for leisure time settlements

  • Separate written invitations to tender for the connection will be answered within one month when the connection is 3x600A or less and within two months when the connection is at low voltage above 3x600A. When connecting to a medium voltage or regional network, the response time is determined on a case-by-case basis.

Payment zones

Zone A

  • Comprises sites in our distribution area with a valid town plan or located within 600 metres of Turku Energia Sähköverkot Oy's existing distribution substation. The zone does not include the areas of the zone "street and public area".

Street and public area

  • According to the cadastral register, the zone only comprises areas classified as a street or public area and the site is located within 600 metres from Turku Energia Sähköverkot Oy's existing distribution substation. The connection point is generally with the main fuses in the main switchboard.

Sites located outside the zones

  • The connection charge is determined according to the regional pricing principle for sites located outside the zones. The regional connection charge pursuant to the regional pricing principle is determined in accordance with the decision of the Energy Market Authority on the subject.

  • If the principle of regional pricing is not applicable, the connection charge is determined on a case-by-case basis. The case-by-case basis connection charge is determined in accordance with the decision of the Energy Market Authority on the subject.

Connecting to medium voltage network (10/20 kV)

  • When connecting to a medium voltage network (10 / 20 kV), the connection fee is based on the size of the connection (kVA).

  • The size of the new medium voltage connection depends on the ordered peak power. The minimum orderable medium voltage connection size is 500 kVA. If the measured maximum apparent power of a connection exceeds the value specified in the Connection Agreement by more than 20 kVA, the
    measured apparent power shall be used as a new basis for determining the size of the connection at 50 kVA steps.

  • On the same plot, in the same property or in a similar property group, several points of connection of the medium voltage network of the same connecting party, which are interconnected by the connecting party's own medium voltage connections, can be treated as one medium voltage connection when
    separately agreed.

  • When connecting to a medium voltage or regional network, the delivery time is determined on a case-bycase basis.

  • In the medium voltage network, the actual connection charge is the capacity reservation fee of 34 €/kVA (VAT 0) in 10 kV network and 28 €/kVA (VAT 0) in 20 kV network as well as the direct construction costs of network expansion caused by the connection.

  • For the connection of production in a medium voltage network, the direct construction costs of the network expansion due to the connection are charged from up to 2 MVA plants as the actual connection charge, and from over 2 MVA plants a capacity reservation charge of 14 €/kVA (VAT 0) and separately
    the direct construction costs of the network expansion due to the connection.

  • When connecting through circular medium voltage network, the lines of the medium voltage network remain in the ownership of Turku Energia Sähköverkot Oy.

  • The connection point is in the switchgear owned by the connecting party. In the case of a radial network connection, the connection point and the ownership limit of the lines must be agreed separately.

  • The connecting party will acquire switchgear compatible terminals for the medium voltage cables. The terminals must be agreed upon with Turku Energia Sähköverkot Oy. The installation of terminals is part of the procurement by the connecting party. The connecting party reserves the necessary cable management both in their plot area and in the building.

Connection to high-voltage network

  • When connecting to a high-voltage network (110 kV), the connection charge is based on the size of the connection (MVA). The size of the new high-voltage network connection depends on the ordered peak power. The minimum orderable HV network connection size is 5 MVA. However, if the measured
    maximum apparent power of a connection exceeds the value specified in the Connection Agreement, the measured apparent power shall be used as the basis for determining the size of the connection at 0,5 MVA steps.

  • As an actual connection charge, a capacity reservation fee of € 12,440/MVA (VAT 0) and possible network expansion costs are charged for the connection.

  • The connection of production to a high-voltage network is subject to a connection charge, collected on a case-by-case basis and based on a capacity reservation that takes into account the benefits obtained from the production by the network, which does not exceed € 12,440/MVA (VAT 0) and possible
    network expansion costs.

  • When connecting through circular high voltage network, the cables of the area network remain in the ownership of Turku Energia Sähköverkot Oy. The connection point is then in the switchgear owned by the connecting party. In the case of a radial network connection, the connection point and the ownership limit of the cables must be agreed separately.

  • The technical implementation of the connection must be agreed upon with Turku Energia Sähköverkot Oy. The connecting party reserves the necessary cable management and equipment facilities in their property area.

Changing and maintaining the connection

  • If the size of the connection is subsequently increased, an additional connection charge is charged, which is the difference between the connection charge for the new connection size and the connection charge for the previous connection size according to the valid price list.

  • The low-voltage connection can be increased to 3x1260 A on a case-by-case basis if the existing distribution network capacity allows it.

  • When reducing the size of the connection, no partial refund of the connection charge will be made.

  • A new connection to the same site will not be granted to the same connecting party within one year of dismantling.

  • A connecting party can maintain a connection in accordance with the Connection Agreement without a valid network service agreement by paying the charges for the connection maintenance product in accordance with the Network Service Price List.

  • When the connection is moved to maintenance, the connection cable is turned voltage free and the energy meter(s) are removed.

  • In old connections where the Connection Agreement was concluded before 1 July 2017, there may be recoverable accrual of connection charges. In these connections, when the Connection Agreement is reduced, the accrual of connection charges will remain unchanged. The accrual of connection charges will only be refunded when the entire connection is terminated.

Temporary connection

  • A fixed-term Connection Agreement allows a temporary electricity metering point to be connected to the electricity distribution network without a connection charge.

  • A temporary connection (e.g. a work site) can be supplied with a temporary electricity product in accordance with the Network Service Price List for a maximum of two (in special cases a maximum of five) years.

Connection of production to the power grid

  • This price list shall apply to the connection of both metering points and electricity plants to the electricity grid.

  • The connection charges for electricity plants above 2 MVA and up to 2 MVA shall be determined in accordance with the decision of the Energy Authority.

Connection Criteria

  • The Connection Agreement prepared on the connection to small and medium voltage networks shall be subject to the conditions of connection for electricity metering points confirmed by the Energy Authority and in force at any given time, unless otherwise agreed in the Connection Agreement.

  • The terms and conditions of connection to a high-voltage distribution network valid at any given time and as laid down by the Energy Authority shall apply to the Connection Agreement prepared on the connection to the high-voltage distribution network, unless otherwise agreed in the Connection Agreement.

  • The Connection Agreement prepared on the connection of production to small and medium voltage networks shall be subject to the conditions of connection for electricity production confirmed by the Energy Authority and in force at any given time, unless otherwise agreed in the Connection Agreement.

  • The Connection Agreement prepared on the connection of production to high-voltage networks shall be subject to the conditions of connection for high-voltage distribution networks confirmed by the Energy Authority and in force at any given time, unless otherwise agreed in the Connection Agreement.
